Why are there so many road projects without people working on them?

On my way to work I p 3 road projects with millions of dollars of equipment sitting, no one working, no progress, hundreds of road cones, detours, etc. and not one person even present doing actual roadwork. I p through at 8am and back home at 3:30pm every weekday. I see no progress in the last month yet the cones, detours etc. still are there. I have done more work in a day with a $25 shovel by myself putting in drainage pipe in my field.
