Isn't there a section in the Bill of Rights or Constitution that says Americans have the right to...?

Isn't there a section in the Bill of Rights or Constitution that says Americans have the right to overthrow the current government system and establish a new one? or something similar? I remember reading this once, maybe it was another doent entirely. Any ideas what doent this is in or what the specific quote/paragraph says?
